A useful record connects the skill to a project, assessment, review or credential so a viewer can understand how it was demonstrated.
Within ADE, a verified label should only appear when an active verification record exists for the relevant subject.
A verification may later be revoked or expire, so public status should always be derived from the current record rather than a permanent cosmetic badge.
